Tier-1 troops (militia/recruits)
The most basic troops the faction will have are Tier-1 troops. Factions only have one type of those, while they can have 3 (maybe more with research) Tier-2 troops later.
I'm not sure what to do with Tier-1 troops yet though, I just made lots of better farming tools (retextured pitchfork for example) including mallets, planks with rusty nails and other primitives. Maybe every faction could pick 5 farming tools and 2 weapon types, instead of the normal 4 weapon types.
This would give them much more a militia feeling than professional soldier.

Tier 1
* Villager - The common villager often forced to fight in battle. Equipped with basic weaponry and clothing they defend there villages and towns in a mode of rage and desperation.
Armour - Hats: Often none though occasionally a Strawhat.
Clothing: Basic clothing made from, Wool, rabbit, deer or other basic pelts.
Boots: leather.
Shields: NONE
Mount: NONE
Weapons - Combat: Pitchforks, Machete, 1 handed wood cutting axes, Sickle, Bones, Mallets.
Ranged: Javelins

I'm still not sure if I understand the system correctly. Does this apply to bots only? Or also to players?
If it applies to bots only, I'm all for it.
If it applies for bots and human players equally, I'd think that some tier 2 or even tier 3 troops should be available from the start. Some factions might start as farmers who rebel and build an empire - sounds good and interesting. Some factions however might start as a kingdom or at least something related to nobility/high rank. It'd look odd if those nobles would start as militia. It would be interesting if some of the human players start as militia. As long as not all soldiers of the Empire of XYZ are farmers.

This discussion was about what Tier-1 troops would be. I said they're the most basic and cheap troops, not that factions don't have Tier-2 troops as well...

Well, if the Tier-2 troops come later, then they aren't available at the beginning, are they? So that would mean that even a king played by a player would have to start as Tier-1 militia or farmer troop. That later was related to the number of different Tier-2 troops.

Ya as you would normally start with your villagers/militia but also a few warriors and as your tech advances you would get archers, cav ect...
